I get this error when I try to access my site's home page: Handler PageHandlerFactory-ISAPI-4.0_32b
The following information was reported by the hosting company Arvixe.com (except as noted).
What operating system? Windows server enterprise 2008 ( although right now we are actually migrating to a enterprise server 2012 for this server ) What database platform? Microsoft SQL server 2008 R2 What version of mojoPortal? Version 2.3.9.0 (as reported at the end of the install script) What version of .NET? Currently it is 4.5
What do I need to do to fix this problem?

Thats not enough error message detail for me to be able to help, it doesn't tell me anything about what kind of error.
I suggest open a support ticket with your host.
If you provide further error detail I might have further advice.
