email notofication for user

in my case admin only can create new users, on clicking create new user, user should get an notification mail with registration details. i have checked 'require email confirmation for registration' and 'require approval before new users can sign in option' in Administration Menu > SiteList > Site Settings > Security tab. 

it is not firing any email.

other mails are firing fine.
