that is correct, NeatUpload multi file selection doesn't work in any browser if Flash is not installed.

There is nothing I can do to solve that, Flash is what makes the multi file selection possible.

See NeatUpload page on Codeplex:

MultiFile allows all users to select multiple files to upload and allows Flash 8+ users to select multiple files from a single file selection dialog.

I am looking into options for replacing NeatUpload in mojoPortal mainly because it doesn't work in medium trust, but I suspect the alternatives will either require flash or browsers that support HTML 5 features.
