New skins

Hi, We have just installed your new version. I have copied an existing skin and renamed it for use. When I use the new skin folder any changes I make to the layout.master will not show on the pages after I set the system to use the new skin. If I edit an existing skin all is OK. I have set the config to not cache the css but no luck. Any ideas? Thanks.
