Preferred time zone and energy saving time changes.

Server local time offset is not determined from TimeZone.CurrentTimeZone.GetUtcOffset(DateTime.Now).TotalHours.

When displaying time to users their profile property is checked or web.config setting is used (according to situation) to display time as the user's local time.

The problem is that in many countries there are time changes twice a year. So, twice a year GMT offset is changed. Now all the users are supposed to change their profile (and web site admin is supposed to change web.config setting) on these days.

Is there any way to store some "time zone information" instead of just offset so that it is possible to automatically take care of these time changes?
