Changes show in Firebug and css rules appear changed but rendered page is unchanged.

I am thinking this must have something to do with the Important Skin Changes post but I wanted to post here and find out for certain.

I am using mojoPortal 2.3.6.7 and the skin I am using as my base for styling is the artisteer-30verticalmenu2.

I did successfully change the background by specifying the image in the .pagebody class. However, as I try to remove the top menu bar graphics the changes are not showing up. When I disable them in Firebug they do indeed disappear. When I remove the rules from the css files the rules no longer appear in Firebug after doing a hard refresh, so the browser does seem to be picking up the changes. However, the changes are not rendered in the browser.

I am thinking it must either be a caching issue or something to do with the Importan Skin Changes post as I mentioned earlier. Would someone tell me what is going on?
