yes, colors and background images can be easily changed from the CSS. In order to see your changes immediately you would need to disable the CSS caching. You can do this by going to Administration > Advanced Tools > Design Tools > CSS Cache, where there is a button you can click to set a cookie so that CSS is not cached for requests from your browser.
