File size limits are mainly determined by configuration, see the article Supporting Large File Uploads. Note that how the limits are configured differs if using Full Trust or Medium Trust. I think Arvixe is Full Trust, but whether NeatUpload is used will depend on whether you used the default Web.config file or the Web.fulltrust.config file. The later  can only be used in Full Trust and is needed to enable NeatUpload.

There "can" be limits set deeper down by the web host but most likely it is just the default limits kicking in and you can set a higher size limit.
