member list under content administrator role

In the mojo demo site.

Login with admin, create a user "test" and assign role- content administrator. 

Go to the admin page - security - permissions - uncheck everything under "Roles that can view the member list page". log out. 

log in again with the user "test' and go to the admin page, the member list icon still shows up. Once you click it, just go back to the home page. 

Not sure it's a bug or just do that on purpose?

I guess it is a bug to show the member list link there if the user will not be allowed to view it. I will fix that for the next release.
