hi,
I have windows 7, i used ms sql and my version is net40.
After the installation in my home page there is no menus and other buttons like- log in.
I see only the title and the text below.

The site is in my localhost.
I dont choose any skin yet, I just install the mojoportal for the first time I use it and that is what I see.
I browse the site on ie 8 and chrom and I see the same on both of them.

Make sure you visit the /Setup/Default.aspx page
if file permissions are not correct then it can't copy the skins to the site, see the FAQ

I copy the skins manually as explained in FAQ and it doesn't work.
What did you mean to "visit the /Setup/Default.aspx page" , do I need to make changes on this page?

Is your browser configured with Hebrew as your preferred language?
If so this thread may be related. Try changing to another language and see if it helps.

I also use Hebrew, which is my problem.
I understand that if I translate the empty values in the Hebrew file, this problem is resolved.
Anyway tell me if the user that you helping him, already translate the file. If not, I will do so.
