Currently the only way to prevent users from posting is to put the forum on a page they are not in a role to see.

Currently it does nothing. I put that there for future implementation and should probably hide that until it is implemented.

Also for future use, it should probably be hidden until implemented.

The forums feature could use a lot of enhancements, sticky posts, moderation etc. I will get to it when I can but there are quite a few other things that are higher priority for me at the moment.
