We need a way to add introductory / explanatory content above the "Create a new account" box on the register.aspx page. If the solution was the same as RegisterLicense.config but maybe was RegisterPreamble.config, that would be great. 

The purpose is to add content to our portal for registration, to welcome new folks, and to explain what registering entails. This is a less formal bit of content / communication than policies or license terms.
