Users can already subscribe to the forum and get notifications of all posts. This checkbox (Notify of Replies) is designed for users who are not already subscribed to the whole forum but want to know if someone responds to their post. I suppose we could add subscriptions at the thread level but its not something I plan to work on anytime soon myself. if someone else wants to work on this that would be great.
