Do you actually have to have the most recent release of mojoportal to use Atister Templates?

Yes, if you want to use Artisteer Templates with mojoPortal, you must have mojoPortal 2.3.3.9. The additional code required to render Artisteer Templates was not included with mojoPortal until that version.
