User permission settings question on using file shared module

Hello, I have problems on setting user permissions during using the file shared module.

The mojoPortal have the 'view' permission and the 'edit' permission on the page, the 'view' permission let user download the files from the web, while 'edit' permission allows the user to upload. modify. delete file and folders as changing the setting of that page.

Can I set some users having the permission on download. upload files, but not delete file and change the settings on that page? Or some users can download. upload. modify and delete files but not change the setting of that page?

Thanks a lot.
