DHTML drop down menu

Hi All

I want to create a module that creates drop down menu skinable menu instead of current menu system. I wanted to know what are best ways to do it. Here are my questions:

1- How can I implement database access? I need to store menu items and links in a table and I would like to support all standard mojoportal databases

2- Where should I put the module itself and also its skins and CCS files?

3- How can I create admin panel control for it so the user can add modify menu items?

4- After finishing all these I want it to make it publicly available, so how can I make it so that when people add the module it automaticly creates related DB tables and give the user admin control?
