Membership Features

I need to implement the following feature on a mojoportal based store site (I imagine I will have to purchase the Site Membership Pro add on as well):

Paid Members can upload 5 photos with descriptions to their member page
Free Members can upload 1 photo with description

Member's pages are visible to all users (anonymous or logged in) and searchable by Location, description, maybe a few other fields.

Any advise on how to implement this or if it more than I want to take on in my spare time), where to get it quoted?
