Date Time in comments module

Hello, I can't configure the comments module to show the correct time. On server right now the time is 13:04:50 (GMT +07:00), but when I submit the comment it's time is 02:04:50 +07:00 (the format I use is "HH:mm:ss zzz"). On my local machine the time zone is also +07:00. I tried to change time zone in administration settings, no effect. Please help.

See the article Time Zone Localization, if logged in time zone comes from the user profile so make sure you have it set correctly there. The one in site settings only affects users who are not logged in.

Date format is also localized, unless you are forcing a specific culture then it comes from the web browser language preferences.
