Floating art-content areas

If I have a page (with skin created in artisteer) and two sections of content placed above each other they will take up the whole space of the page provided. i.e. one art-content will stay at the top of the page within the art-layout-cell and the other art-content section will float to the bottom of the cell as the web browser expands and contracts.

What I want is that both of the contents stay at the top of the page.

And this has been an issue for some time that I have been unable to resolve. It is surely some simple CSS setting however I cannot identify where it would be.
This is not a big issue until some content is put in the side pane. If this happens then each of the content areas in the middle pane tend to have a minimum height set to the height of the content in the right pane. So to middle content areas were 150 PX night and the right content area has a height of 250 PX then the minimum height of the two centre content areas set to about 250 PX and so moving the bottom content area the visible page.

The height of these content areas seems to be set by an in-line style for the do with the class of art-content.

<div class="art-content clearfix" id="ctl00_mainContent_ctl00_pnlOuterWrap" style="height: 259px;">

I hope this makes sense as it has affected several sites and is becoming increasingly frustrating.

Any suggestions
