Are you talking about links to specific newsletter editions that have already been sent or do you mean the Newsletter Sign Up feature?

You can add a Newsletter signup form module on as many pages in your site as you like, it also has a setting to enable showing a link to previous versions of the newsletter. Just click the "Edit this Page" link then choose Newsletter Sign Up Form from the feature dropdown, give it a name and click the button to add it to a page.

You can also copy links to previous editions by right clicking the link and choose copy url and then you can paste that link into any html content using the link item in the editor toolbar.
