The menu is going to be whatever you use for the page name when you create the page, it is not localizable for a given page.

My recommendation for supporting multiple languages is to use multiple sites based on folder names and configured for related sites mode so that users and roles are shared in all sites. 

So in each site you can set the page names according to the language and the menu will reflect whatever you put for the page name in each site.
