Nevermind... figures as soon as I asked I figured it out.

It seems that currently a user themselves can not change their ID, but an administrator can go to the Member list, select to manage the user account in question and then modify the OpenID there.

Is there a configuration setting to allow a user to modify their own OpenID or would that be an enhancement request?
