Hi Joe,
It seems WebUtils.LoadOptionalRequestParam method can not recognize the '+' character in the parameters that POST via a request.I use it for getting results that send to my site from a payment gateway and this method returns parameter value without "+".

+ is just url encoded space, it should not be used as an actual query string parameter value, it is supposed to be replaced back to space by urldecoding

+ also represents a space in form posts
I suggest use something other than plus sign or parse it your own way instead of relying on this method.
