no, we don't have it that granular, the editor is chosen at the site settings level. We have 4 different toolbar configurations, the blog comments uses the Anonymous toolbar as does the contact form. You can configure which items are in the tool bar for each of the named toolbars we use but you can't specify nor configure the editor separately for each feature. If you develop a custom feature you can make it use whatever editor you want.

Of course if the user disables javascript then it will always be a plain textarea.
