when, 3 months ago, I wrote the early "cultureIT.config", I had the same problem with italian vowels (?, ?, ?, ?, ?, ?),
so, I thought my file was a wrong XML file without its header and I wrote:

at the top of the file, before ,
solving definitely the problem.? Attention:? it is important you make all the changes to the

inside Visual Studio; because another editor could have not the right encoding and write strange symbols in place of your vowels. I didn't delve into this, it's important the config file works.

At last, the link to your config file inside your email doesn't work, because ".config" extension is forbidden in ASP.NET applications.
Can't you find another way to show us? (rename a copy of it to cultureBRA.xml, or .txt ?)

Thanks for the tip Silvano!

I will add the Xml version info section to the culture*.config files to help with this.
