PageMenu not displaying

PageMenu not displaying

Hello,

I've been playing with the layout.Master file and for the life of me can not get a PageMenu to appear.
We are using 2.4.1.0 and I even tried copying the contents of layout.Master from this page with no success, sitemenu works fine.

Any help is appreciated.
