If you are managing your own web server and all the sites are installed on the one sever then yes. But if your customer later wants to move to different hosting you cannot give them the product files. If that is a concern it is better to buy one Single Installation license for each customer that way if they ever want a copy of all the files needed to run their site at a different host you can give it to them.
