Server Error in '/' Application.

The only thing I know of that can cause this error is if you are forcing resource fallback to use something other than English when keys are missing in the non English resource files.

ie you need to have this in web.config:

 <globalization culture="auto:en-US" uiCulture="auto:en-US"...

because English is the only language guaranteed to not have missing keys.

You should not change this setting, you can still force another language by other settings but this <globalization setting should never be changed.

      you could uncomment the <staticContent> section and add thhis to it to make static files have a future cache
      but on some installations you may get errors using the <staticContent> section so it is commented out by default.

If you did not change the <globalization element in web.config then the only other cause for this error is if you have missing keys in the /App_GlobalResources/Resource.resx file, ie if you did not upload the newest version of the resources when you upgrade or if you modified that file
