Trying to authorise new user when not logged in...outcome

I have a site setup so new users have to be authorised. I get the emails, which contain a link like this:

http://mysite.com/Admin/ManageUsers.aspx?userid=4

If I click that link when I am not logged in, I would expect to arrive at the sign-in page, then go forward to the applicant's account.

In fact I get this: "Sorry, you are not allowed to edit this content. If you have questions about your permissions, please contact a site administrator."   Signing-in takes me to the site home, forgetting about my detination.

Have I set something up wrong, or could this be improved?
