I've got my first portal working fine now, and tried to add a second. I have one hosted site, and a second URL that redirects (with masking) to the hosted site.
Will multiple sites via Headers work this way? I have not been successful getting my second site (portal) to open.

no, redirects or masking is not going to work. you need both host names to resolve to the same ip and IIS needs host header records to make the single IIS site resolve to handle both of the domains.
