you need to

1. define download terms
2. set the product to fulfillment type download and upload a file
3. when you add the product to the offer you choose the download terms

when an order is created a download ticket is created and the link is shown as long as the download ticket is not expired or used up

take a look at the product/offer configuration on the demo site if you need more clarification.

yes, in theory that is correct but "unlimited" is just the name of the setting not the setting itself.

Also changing it after the sale won't fix it, the ticket is defined by the download terms defined at the time of the order completion.

If I was having troubles like that I would make a test product for $1 with a dummy download file and make sure it works before customers purchase. Since the money goes into your PayPal account the only cost is the transaction fee and that is money well spent to make sure it works as expected.
