AccessDenied after visiting Recover Password then signing in

I can't replicate this on the demo database, so I am not sure if it is a bug or just my problem. Before signing in, going to Recover Password, then going to sign in where the returnurl is "%2fSecure%2fRecoverPassword.aspx", it will sign in, but redirect to AccessDenied.aspx.  There is nothing in the log and the user is logged in.  Any ideas on how to trouble shoot this one?
