and many of the skins have now been updated to display the Administrative Links in a hideable toolbar at the bottom of the page like this:
The main idea has always been to make the administration links easy to access without impacting the layout of the page so that you are seeing the page pretty much as non administrators will see it. It is completely a matter of skinning design, so you may come up with some other creative ways to present the administration links in your own custom skins.
